How to Enable Public Datasets?

There is a plethora of public data available. Many firms have cataloged and indexed the datasets to make it relatively easy to find and discover. The challenge  with taking two discrete datasets and blending them is that most datasets don't connect point to point like this. They need to be enriched, normalised, and potentially we need to connect these records utilising new datasets to fill the gaps. Now consider that there are literally millions of datasets available and you can gather that we need to solve the challenge another way. So how do we typically do this? We introduce standards and common langauges or vocabulary in an effort for everyone to effectively speak the same language.
